Legacy Perks
Account-wide, non-combat bonuses spent across three trees. You earn Legacy Points by completing Legacy Challenges -- things like leveling a specific class or hitting a tradeskill milestone -- meant to reward play you're already doing rather than add busywork. Points are earned account-wide and shared across your characters, but each character spends its own points independently in its own set of Legacy Trees.

Not yet an interactive planner: Blizzard has confirmed each character can spend up to 16 Legacy Points, drawn from an account-wide pool capped at 65 points earned total -- so it's normal to bank more points than any one character can spend. This page stays a static reference for now rather than an interactive spend-and-plan tool.
Also changing: Related change, not a Legacy Point mechanic: mount costs are moving to a Burning Crusade-style model. The gold cost moves off the mount itself and into training the matching riding skill, so once you've trained that skill the mount is free.
Adventure
Your rested experience accumulates 4% faster and your rested experience cap is increased by 4%.
You gain talent points every level starting at level 9 instead of starting at level 10, but you still may not have more than 51 total talent points.
Increases your ability to detect nearby targets with Stealth as if your level were increased by 1. Ineffective in battlegrounds.
You gain 1% of your maximum Health and Mana over 10 sec each time you deliver the killing blow to a non-trivial enemy. Ineffective in dungeons, raids, and battlegrounds.
Reduces your cooldown on adding Camp features by 8%.
You receive a 50% discount on all flight paths, and your flight path mount flies 20% faster.
Reduces the duration of the Recently Bandaged effect by 5 sec when you use a bandage. Ineffective in dungeons, raids, and battlegrounds.
Resourcefulness
Increases movement speed while dead by 5% and your helpful spells and abilities cost no resources for 1 min after being resurrected or until you enter combat.
You take 6% less durability loss when you die.
Increases your reputation gains by 2%.
Increases Honor Points gained by 2%.
Your class abilities which grant long-duration stat or attribute benefits to all party or raid members last 50% longer, and the benefits you gain from resting at a camp last 50% longer.
Increases the duration of beneficial effects from eating food by 33%.
Your class abilities no longer require reagents purchasable from vendors, and your Tier 1 camping features cost no reagents to craft.
Professions
Increases your chance to gain a skill increase from using any primary, secondary, or class-based tradeskill by 4%.
You have a 5% chance to receive 100% increased Merchant Favor when you turn in a crate to the Azeroth Commerce Authority or Durotar Supply and Logistics.
While fishing with a lure active, you have a 25% chance to catch an extra fish.
Your cooking recipes have a 10% chance to create an extra result.
25 sec cast, 23 hour cooldown
Increases your skill by 1 in your lowest tradeskill among your Primary and Secondary tradeskills. If you have already reached 300 skill in your two current Primary tradeskills and all three Secondary Tradeskills, you will gain 2 to 4 of a random Elemental Essence.
Legacy Rewards
A separate, cosmetic-only track unlocked by total Legacy Points ever earned -- independent of how many of those points are later spent on perks above. Points count toward this track as soon as they're earned, whether or not a character has spent them yet -- so a character sitting well below the 16-point spend cap can still be well ahead on rewards, since the reward track follows the account's total earned, not what's currently spent.
Reward thresholds not yet known: The 65-point earn cap is confirmed, but Blizzard hasn't specified how many points each individual reward below actually costs. Only a partial list has been revealed so far, from the BlizzCon gameplay demo -- more rewards likely exist at higher thresholds, and the order below isn't a confirmed unlock order.
Fires shots at other players, stunning them on a hit. Stuns (and kills) with this are tracked.
A companion pet.
A cosmetic tabard.
Summons a Spectral Bear mount.
Looking ahead: Blizzard has said this system is meant to grow after launch -- expect new Legacy Challenges, new perks, more ways to spend points, higher caps, and possibly new trees or columns over time.
